How a city works

Eight layers. One city. We connect them.

A new development means contracts, suppliers, hiring, training and a changing property market, all at once. Green Advantage follows the money through every layer and tells you which doors a resident, a worker or a small business can realistically open.

Georgia Department of Revenue

Georgia Unclaimed Property

Money and property that businesses could not return to their owners is turned over to the state, which holds it until the owner claims it.

How the money movesThe holder reports and sends the funds to the state; the state pays them out once a claim is approved. The Department of Revenue says searching and claiming cost nothing.

Your next stepSearch your name, past names and past addresses, then file a claim for anything that is yours.

Who it’s for · what we don’t know

Who it’s forAnyone who has lived, worked or done business in Georgia.

What we don’t knowWhether anything is held in your name, and how long a claim takes to review.

Georgia Department of Human Services

Georgia Gateway

One application site for SNAP, TANF, Medical Assistance, Child Care and Parent Services (CAPS), WIC and Georgia Pathways to Coverage.

How the money movesFederal and state program funds reach a household as food, cash assistance, health coverage or childcare help, after the agency decides the household is eligible.

Your next stepScreen and apply on Gateway, with proof of income and the people in your household ready.

Who it’s for · what we don’t know

Who it’s forHouseholds that may qualify by income, family size and situation.

What we don’t knowEligibility is decided by the agency. Nothing is approved until they say so, and an approval is not the same as a payment.

IRS volunteer programs · Georgia Department of Revenue

VITA, TCE and Georgia Free File

IRS volunteer sites (VITA and TCE) help qualifying people prepare their returns, and Georgia’s Free File Alliance lets qualifying taxpayers e-file a Georgia return through approved software at little or no cost.

How the money movesOver-withheld tax and refundable credits come back once a return is processed. How you file changes what preparing it costs you, not what you are owed.

Your next stepCheck the qualification rules first. If you would rather have a professional prepare it with you, that is what a Team Green office does.

Who it’s for · what we don’t know

Who it’s forTaxpayers who meet the IRS or a software vendor’s qualification rules.

What we don’t knowSome vendors charge for the federal return even when the Georgia return costs nothing. Check before you start.

Georgia Department of Human Services · local Community Action Agencies

Home energy assistance (LIHEAP)

Help with home cooling and heating bills, run by DHS through local Community Action Agencies.

How the money movesFederal energy-assistance funds are handed out first come, first served, until the season’s money runs out. The 2026 cooling notice set eligibility at or below 60% of the median income for a Georgia family.

Your next stepCall your local Community Action Agency and ask how it takes applications. Have your latest energy bill and 30 days of income proof ready.

Who it’s for · what we don’t know

Who it’s forHouseholds under the income limit. Older residents and medically homebound households could apply first in 2026.

What we don’t knowDates for the 2026–27 heating season had not been announced when we checked.

Georgia SSBCI capital programs

Five state programs funded through the federal State Small Business Credit Initiative: Loan Participation, Small Business Credit Guaranty, a CDFI program, Equity Direct and Venture Capital.

How the money movesIn the loan programs the state does not lend to you directly. It shares a lender’s risk by taking part of a loan, or guaranteeing part of it, and the lender handles you as its customer.

Your next stepAsk your bank or a community lender whether it takes part in Georgia’s SSBCI programs. Clean books and a clear use of funds are what a lender asks for first.

Who it’s for · what we don’t know

Who it’s forGeorgia small businesses working with a participating lender or investor.

Georgia Dream homeownership

The state’s homebuyer mortgage program, with down payment assistance of 5% of the price or $10,000, whichever is less, or 6% or $12,500 for the Protectors, Educators & Nurses (PEN) and Choice options.

How the money movesYou work through a Georgia Dream participating lender, and the assistance goes into the purchase. It lowers the cash you bring to closing rather than arriving as a check.

Your next stepContact a participating lender to pre-qualify, and ask exactly how and when the assistance is repaid.

Who it’s for · what we don’t know

Who it’s forGeorgia homebuyers who meet the program’s mortgage, income and price requirements.

GA@WORK Marketplace for Suppliers

The state’s supplier portal: register as a supplier, apply for business certification, respond to electronic sourcing events and see awarded contracts.

How the money movesWhen an agency needs to buy, it posts a sourcing event. Registered suppliers respond, the award becomes a contract, and the agency pays against it.

Your next stepRegister as a supplier, then watch for sourcing events in your line of work.

Georgia Procurement Registry

The state’s public registry, where government bid opportunities are advertised.

How the money movesAn advertised bid is government telling the market it has a defined need. Reading them early is how a small business finds the need before everyone else.

Your next stepSearch by your line of work and note each opportunity’s closing date.

Georgia Business Certification Program

Six certifications: minority-, veteran- and women-owned, and a small version of each. Certified firms are listed in a database visible to state and local government procurement staff.

How the money movesVisibility, and a reason to be hired as a subcontractor: Georgia allows an income tax adjustment for companies that subcontract with DOAS-certified firms.

Your next stepGet approved by a recognized certifying organization first, then apply in GA@WORK under “Georgia Business Certification Application”.

Who it’s for · what we don’t know

What we don’t knowCertification makes you visible; it does not award a contract. Awards are still competitive.

How the money movesA payment record shows which vendor the state paid and for what. A tax expenditure is a tax break the state reports as a cost: money it chose not to collect.

How the money movesControl shows up in filings: who formed a company, who its agent is, whether it is current. It is the first step in following the money behind a landlord, a contractor or a deal in the news.

Your next stepSearch the name, then check the status and the registered agent.

Georgia Department of Revenue

Title ad valorem tax on vehicles (TAVT)

A one-time tax when you title a vehicle in Georgia. It replaced sales tax and the annual ad valorem tax on vehicles.

How the money movesThe standard rate is 7.0% of the vehicle’s fair market value, paid when you title it. That is cash you need on top of the down payment unless it is rolled into the loan.

Your next stepRun the estimator for the exact vehicle before you agree to a price, and add the result to your purchase plan below.

My money, my next move

Decide before the money leaves your hands.

A refund is the biggest single deposit many households see all year. Put in your own numbers and compare three ways to split it. Each one says its rule, so you can see the trade-off instead of being told an answer.

Example numbers. Replace them with yours.

Your needs add up to more than the refund you entered, so every split leaves something for monthly saving to cover.

Protect my stability

Emergency cushion first, then debt, then the goal.

Cushion
$1,500
Debt
$2,000
Goal
$0

Monthly saving to reach the goal on time$458$5,500 still needed after this split.

Balance today and tomorrow

An equal share to each need, moving any share a need can’t use to the others.

Cushion

Debt
$1,167
Goal
$1,166

Monthly saving to reach the goal on time$361$4,334 still needed after this split.

Accelerate my goal

Your minimum cushion first, then the goal, then debt, then the rest of the cushion.

Cushion
$400
Debt
$0
Goal
$3,100

Monthly saving to reach the goal on time$200$2,400 still needed after this split.

Estimates from the numbers you entered: no interest, fees or price changes are included. “Not yet assigned” is not the same as spendable. Cover essential bills and what is coming due first.

The purchase studio

The whole cost, not just the monthly payment.

A car, a home or a business, worked out the way a lender would. Then the part a lender doesn’t show you: what it costs to keep.

Example numbers. Replace them with yours.

What it really costs a month

$781

The loan payment alone is $421. The rest is insurance, fuel and upkeep, the part a dealer never quotes.

Cash at purchase

Amount financed
$21,000
Interest over the loan
$4,248
Total over the term
$51,528

Run the Department of Revenue’s TAVT estimator (opens in a new tab) for the exact vehicle. Compare loans by APR and total cost, not by the monthly payment.

Estimates only. They leave out what you did not enter, and they are not an offer, a quote or an approval.

The opportunity map

Four offices. Four counties. One desk.

Property records live with the county. Here is each Georgia office, its county, and the official office that holds who owns what and what it is assessed at.

How money works

Six ideas that change how you read a deal.

APR

The yearly cost of borrowing, including interest and most fees, as a percentage.

Two loans with the same monthly payment can cost very different totals. Compare APR and the full term, not the payment.

Cash flow

Money in minus money out, over a stretch of time.

A business can be profitable on paper and still run out of cash. Lenders read cash flow before they read anything else.

Assessed value

Georgia taxes property on 40% of its fair market value.

Assessed value, market value and sale price are three different numbers. Your county notice uses the first two.

Equity vs. debt

Equity is ownership; debt is a promise to repay.

Debt costs interest but keeps you the owner. Equity costs a share of everything the business earns later.

Solicitation

A government request for offers from vendors.

It is government saying, “We have a defined need.” The question is whether you can meet it, and by when.

Approved is not paid

Eligible, applied, approved, awarded and paid are five different stages.

An announced grant is not money in an account, and a tax credit is not always paid out as cash. We say which stage something is at.

Green Advantage is education and a map to official sources. It is not tax, legal or investment advice for your situation, and it never promises eligibility, approval, a refund or an amount. A program is decided by the agency that runs it; eligible, applied, approved, awarded and paid are different stages.

Every source was read on its official page on Oct 28, 2026. Programs change, so check the official page before you act. The planner and the studio calculate in your browser from the numbers you enter; nothing you type is sent to Team Green Taxes.
